QCC3003 HID升级问题

只升级config文件，  如下图提示成功了。但读取出来的配置却没有改变。是哪里出错了？
psr文件是从pstool  dump出来的。通过命令PsfsCmd.exe psr2psfs pskey/sink_system_qcc300x.psrpackfile.exe pskey sink_system_qcc300x.xuv               
生成sink_system_qcc300x.xuv文件。最后生成BIN文件。
upg文件如下，
device_variant QC3003

upgrade_version 2.1
compatible_upgrade 1.*
compatible_upgrade 2.*

提示打不开upg文件，请问应该怎样新建upg文件呢，我是直接新建了一个文本文档把内容复制进去的。
