把8670完全掉电再上电，可以达到与reset脚置低一样的效果吗？

这个一定可以呀。
speaking in general, the reset signal need to be handled properly on board power up. The board designer needs to ensure the reset signal assert for the power on period.  This is for all micro-controller.

8670， 有一点特殊的在于， 如果 reset signal assert for a long period (几秒，查 datasheet ), the 8670 will enter deep sleep state and the VM code stop running, only PIO button or VRegEnable raising can wake it up.
